Not quite sure of your phone but go to Home > Settings > Wireless and Networks > more > Mobile Networks > Data Connection. This setting is useful if you want to control your cell data usage. If you turn it off your apps cannot connect to the internet 'in the background' without you being aware of it.

Try going to Settings then Network. It is in the sim settings. Make sure Wifi Only is not the option. Set it to Wifi Preferred or Cellular Preferred.
